Is your modem plugged into the same circuit that powers the AC. If so, you need to plug it in to a different circuit or consider getting an uninterruptible power supply UPS. AC units draw a lot of power and this surge is enough to mess up electronic gear. Please check you ground.
Why is it so hard to move the fan blades when powered but fan moves easily when power is off. Is it likely that the fan motor is going bad. I turned it off that night because it was running continuously and running up my electric bill the next morning i turned it back on it was working fine. When i came home from work again there was no air flow thru the vents. Again i call the repair guy he says turn it off and he will be by in the morning.

Reverse the leads and do it again. The meter should do the same thing. Again, not continuity or open circuits.

Let it run a bit but still not really cooling. So I am thinking that the condenser fan capacitor is bad, but would that keep the system from cooling as long as the condenser fan is running. Does the capacitor also control the compressor motor. Or do I just need the HVAC Mechanic to check the charge, change the capacitor or two capacitors. Any thoughts or suggestions would be appreciated.
They did not cause the leak and are not liable for it or to do anything for free. Not unusual for those coils to leak. Not a bad unit. I would have sold you a new coil or recommended a new one.
